The Teachers Service Commission (TSC) , has been chastised for allegedly failing to reveal all of the data about the criteria it employs to appoint teachers who ask for promotions to higher grades.
There were rumors that during the recently finished TSC promotions last year 2021, TSC may have overlooked all other variables and promoted teachers who applied for senior master and senior teacher posts only on the basis of length of service.
The Kenya National Union of Teachers, (KUPPET) , has been lobbying TSC to make teacher promotion to C4 in secondary schools-senior masters posts automatic, so that it can be classified as a common cadre grade. TSC, on the other hand, has stood firm.
The only hope in the offing is the expansion of TSC promotion grades for senior teachers and senior masters that are likely to be affected this year after TSC received the 2022-2023 budgetary allocation.
Owing to the allegation against TSC, the commission has released the complete details on all teachers it has promoted for the last three years.
This promotion list comprises the name of the county and region, and the number of promoted and newly employed teachers every year since the 2018/2019 fiscal year cycle.
TSC has appointed a total of 18,585 secondary school teachers in the last three years, with Kakamega county having the highest number of teachers appointed (771), followed by Bungoma and Kitui with 597 and 584 respectively.
Isiolo, Lamu, and Tana River counties received the least number of appointments among the 18,585 teachers, with 32, 61, and 76, respectively.
The TSC has announced the requirements for teacher promotion. According to the Commission’s findings, a variety of variables were taken into account while determining the final list of promoted teachers.
