New guidelines for identifying, choosing, and employing school administrators have been made public by the Teachers Service Commission (TSC) . All primary and secondary school administrators must now be appointed by the counties and regional offices (with the exception of new county and national schools).
An elaborated procedure will now be used to appoint primary school administrators (head teachers, their deputies, and senior teachers) and secondary school administrators (principals, their deputies, and senior masters), as follows:
Establishment of vacancies by the county director.
The TSC county director is now required to determine the number of open school administrator vacancies in the county. This must be carried out in compliance with TSC requirements regarding curriculum-based education (CBE).
Publication of job vacancies currently available
After then, information on open positions will be forwarded to the TSC headquarters, which will subsequently publicize them. On the TSC website, you must complete this.
Applications being submitted.
Then, interested and qualified applicants will submit their applications online at the TSC site. No manual applications may be submitted to the commission for processing.
Applicant shortlisting.
The commission will review the applications carefully and shortlist the deserving candidates. Only the appropriate Regional Directors will receive the list of applicants who will be subjected to interviews.
Interviews
Shortlisted candidates will be interviewed at the regional and county levels.
The regional director (who will serve as chair), the host county director (secretary), the host county human resources officer, and all other county directors from the region will be on the regional selection panel.
The county director (chairperson), host sub county director (secretary), county human resource officer, and all other sub county directors from the county shall make up the county selection committee.
Deployment of successful candidates.
The selection, appointment, and deployment of successful candidates shall be the sole responsibility of the Regional Director. This needs to be done in coordination with the appropriate county directors. The RD will then send a merit list and copies of the appointment letters to the head office (addressed to the Secretary TSC).
It is crucial to keep in mind that the director in charge of staffing must appoint and deploy principals of additional county and national secondary schools from the headquarters.
All serving institutional administrators should be substantively appointed and placed in institutions that commensurate to their grades.” says TSC Boss.
CONSIDERATIONS FOR APPOINTMENT OF INSTITUTIONAL ADMINISTRATORS.
Appointment of school administrators shall be made based on these considerations:
- Category of institution,
- Size and level of enrollment,
- Academic and professional qualifications.
- Current grade,
- Relevant experience in the teaching service and
- Gender balance.
